Terisa Bonito

President - Terisa Bonito - Term Ends Nov 2028

Terisa first joined the APCWD Board of Directors in 2011.


Terisa has served on the Finance, Personnel, and Master Plan committees throughout the years. She currently heads the Finance Committee and is a co-chair on the Master Plan Committee.


Terisa has previously served on the Mountain Transit Board of Directors for over 10 years. Terisa served on the Running Springs Area Chamber of Commerce Board of Directors for 18 years. Terisa currently serves on and volunteers for the Mountain Rim Fire Safe Council, which she has been involved with for 24 years.


Terisa worked in banking for over 40 years and retired in 2019. She previously was the branch manager for First Foundation Bank in Running Springs for 18 years.


Terisa attended Chaffey Jr. College and Cal State San Bernardino as a French major in addition to numerous business classes.


Terisa is committed to serving the Arrowbear community through her involvement on the APCWD Board of Directors and to keeping the district fiscally sound and remaining in local control.

Seth Burt

Vice President - Seth Burt - Term Ends Nov 2026​

Seth Burt has been a dedicated member of the Arrowbear community for over 30 years, bringing extensive experience in fire service and public safety to his role on the APCWD Board of Directors.


Born and raised in Atascadero, CA, Seth pursued his lifelong dream of becoming a firefighter at a young age. By 19, he had completed his first Firefighter Academy and become a volunteer firefighter with the City of Atascadero. In his early twenties, he gained further experience as a seasonal firefighter with CAL FIRE while taking college and vocational classes to advance his career.


In 1990, Seth was hired as a full-time firefighter with CAL FIRE in Moreno Valley/Riverside County and relocated to Arrowbear Lake with his wife. He retired in 2015 as a fire captain after a distinguished career.


Seth joined the Arrowbear Lake Fire Department in 1991, where he served as assistant chief before being promoted to fire chief—a role he held for nearly 20 years until his retirement in 2014. His leadership included overseeing emergency operations, managing budgets, and coordinating large-scale fire response efforts.


Throughout his career, Seth has attended numerous training courses and earned multiple certifications, including the Governor’s Award. His expertise ranges from supervising wildland fire divisions of 100 firefighters to preparing and managing fire department budgets.


Seth has served on the APCWD Board of Directors for the past two years, where his extensive fire service background led to his appointment as chairperson of the Fire and Safety Committee. Seth is currently the head of the Fire and Safety Committee and chair for the Public Relations Committee.


As a long-time resident of Arrowbear Lake, Seth has been actively involved in various community organizations, including serving as a Fire Explorer Post Advisor, participating in the CISM team, AYSO, Fire Safe Council, Mountain Area Mutual Aid, MAST, and the County Fire Chief’s Association.


Throughout his career in fire service and now as a board member, Seth has remained committed to making decisions based on what is best for the residents of Arrowbear—not just the Fire Department or the District. His focus continues to be on ensuring the safety, well-being, and sustainability of the community. 

Sheila Wymer

Director Sheila Wymer's Term Ends in Nov 2028

Sheila Wymer has been a dedicated member of the APCWD Board of Directors for 25 years, bringing decades of experience and commitment to the Arrowbear community.


With a deep understanding of the district’s operations, Sheila has attended board meetings for over 30 years, learning the intricacies of water, sewer, and fire services. In addition, she has been a business owner in Arrowbear for 30 years, further strengthening her connection to the local community.


Sheila has continually expanded her knowledge by attending seminars and courses to enhance her expertise as a board member, staying informed on legal and operational best practices.



Over the years, she has served as both president and vice president of the board, as well as chairing key committees, including the Fire Department, Master Plan, Finance, and Personnel Committees. Sheila currently heads the Personnel Committee and chairs the Finance Committee.


A lifelong resident of Arrowbear since 1964, Sheila has also been actively involved in the community through her work with the Lions Club, the Fire Department, and volunteer efforts.


Sheila remains committed to ensuring the district continues to provide high-quality water, sewer, and fire services while maintaining fiscal responsibility to protect the community’s resources for the future.

Scott Nelsen

Director - Scott Nelsen - Term Ends Nov 2026

Scott Nelsen is a financial management professional with over eight years of experience supporting California local governments, special districts, and nonprofit organizations. His work includes consulting with public agencies—particularly water and utility districts—on budgeting, financial reporting, grant management, and financial system improvements.


Scott is a Certified Government Financial Manager (CGFM) and holds multiple QuickBooks ProAdvisor certifications. He is an active member of the Government Finance Officers Association, the Association of Government Accountants, the California Society of Municipal Finance Officers, and the California Special Districts Association.


As a resident of the Arrowbear Lake community, Scott is committed to fiscal responsibility, transparency in public finance, and strong stewardship of public resources to help ensure the district continues to provide reliable and sustainable services for residents.


In his free time, he enjoys hiking and fishing in the local mountains.
